The second devuan test install has now been completed - and it looks as
though the problem has gone away. "update-alternatives --config x-
terminal-emulator" shows that it's pointed to /usr/bin/xfce4-terminal-
wrapper, as expected. zutty isn't installed.

So, the good news is that it's apparently been fixed upstream. The bad
news is that tracing how it happened is probably going to be
impossible. (But I'll give it a go anyway.)
