I would tend to say so.
Has to be either XFCE or Debian.
ie: whichever takes care of the files/assignments in
/etc/alternatives
Now, XFCE have their own xfce4-terminal emulator.

Why would *they* be mucking around with /etc/alternatives?
Searched for "xfce+zutty" and found this page where there is a
reference to what Peter Duffy reported:

Seems that there is some confusion between 'Debian X Terminal
Emulator' and 'Xfce Terminal'.
