I remember starting to notice this decades ago now and my reaction was
'WTF?!'. I did some brief research before I concluded that this
behavior was nonsense, and simply set permissions to immutable to
protect the file from any changes. The 'hammer' answer to dumb
developer decisions in this case ("hands off my DNS!"). Has worked fine
for years now.
