I forgot to mention that during my research I did find a "Braindump"
about using rsync like protocal for apt, perhaps even rsync itself, and
apply it to the contents of .deb files. Which is the only sane way of
using rsync for this sort of thing, it's not any sort of advantage
otherwise. That was in 2008 from Ubuntu, but it seems to have not gone
anywhere since.
