Systemd is a user-space operating system running on top of Linux,
with the goal to completely isolate the user and admin from Linux proper
and progressively force the Linux users to adopt the personal paradigms
of  LP. It is clearly the expression of the megalomania of the guy, but
with the support of per-profit companies.

The new paradigms are forced on people progressively because
otherwise the whole thing would have been rejected right away.

In some sense it is the same kind of project as KDE and Gnome:
build their own do-it-all contraption on top of Linux. AFAIR, KDE also
target other OSes.

Why does all this happen to Linux and not to Windows? There might
be several possible reasons.
