When you connect the computer to the cellphone (android, I forgot to
specify) using a suitable USB data cable, swipe down on the phone to get to
the notifications area where you should find a notification saying the
cellphone is in charge via USB (which is the default). Then tapping two times
on that notification you should get a menu with the available options for the
USB connection, including one (or more) to enable file transfer.

I do not remember if developer mode on the phone should be enabled before.
To enable developer mode, go to Settings/About and look for the Build Number,
then tap it 7 times.
To access developer options go to Settings/System/Developer Options
(DISCLAIMER: better do not change anything you do not know!!!)
