Yup I see only Fedora has a oletools package, maybe installable with alien.

Docker is not different when using pip3 it gives the same warning as
installing it on bare metal. And you have the same escape using
--break-system-packages.
The PermissionError 13 is a filesystem access error: Docker has no
access to the directory or file.
