Cinnamon 5.6 -- roughly LM21 or so. Definitely won't have the same
"customizations" on Debian/Devuan that the Mint team will put on their
release. Also there may simply be differences between Mint's Ubuntu
base and Debian/Devuan in general in terms of what is available (check a
LMDE6 live-session, see if it behaves more closely to what you're
familiar with in LMxx -- if so, then export the config(s) ).

Why not set the BIOS/UEFI clock properly then, so that you don't have to
muck around with it on reboots?

According to the project installation instructions, kicad-8 is available
in Daedalus (or well Bookworm) Backports (per packages.debian.org, it's
8.0.6+dfsg-1~bpo12+1), alternatively seems there's also a flatpak option
hovering at 8.0.7.
I'd imagine the backports option to work relatively well -- I'm on the
default 6.x.y version from the main daedalus repo; but now that there's
something in backports ... hmmm
