Attempting the upgrade from 1.14.10-6devuan1 to 1.15.90-1devuan1 has

libdbus-1-dev 1.15.90-1devuan1 requires libsystemd-dev = 257-rc3-1 rather
than just libsystemd-dev provided by libelogind-dev 255.5-3
