Think I got most of this sorted out. apt-transport-tor was a silly
choice, exim4 works. The mirrors that where failing at IPv4, but not
IPv6 was due to curl or servers being fussy about wrapping IPv6's in [],
but returning an error code I wasn't checking for. Now those two mirrors
fail at both types of IP. Progress?
