I had what sounds like the same problem, on more than one system.  I
found a work-around:

 1. I was able to boot the
    "devuan_daedalus_5.0.0_amd64_desktop-live.iso" image from a USB
    stick, and then use its refracta-installer program to install to the
    SSD.


2. Power off, remove the USB, power back up, and it booted successfully.

 3. Then it was just a matter of choosing all the packages I really
    wanted --- KDE Plasma, sddm, vim-gtk3, imagemagick, all the good
    stuff :-)
