I've been happy with
https://mythic-beasts.com
They offer (in my opinion) decently-priced virtual servers, scalable by the
customer, with pre-defined installation images and also the option to install
any bootable ISO you can download.
They offer Debian, which can be upgraded to Devuan, or you can simply install
Devuan yourself. You get a web-based console giving access to the raw machine
before it's running an O/S, so you can essentially do what you like with it.
The company is based in Cambridge, England; they have two hosting centres in
London, one in Cambridge, one in Amsterdam and one in Fremont, California.
They're familiar with Devuan.
