I'm not sure if you have libc6::i386 installed, but

apt-get purge libc6:i386

might fix that. I haven't been in this situation myself, so I'm not
100% sure.

If purging libc6:i386 didn't work, what happens if you:

apt-get install libc6

That should force the removal of libc6-udev.
