"You" might not be doing anything incorrectly. Your PC simply
cannot resolve the host 'deb.devuan.org' for some reason.

What's configured as your PC's DNS Server?  
    - Your ISP? 
    - One of the public offerings (opendns, google, cloudflare, quad9, etc.)? 
    - Some other machine on your LAN?
    - (This host is your DNS server)
