This sounds a lot like the problem I have been fighting.

After a reboot, with HDMI plugged in does aplay -L show the devices?

I have not been able to find another way, other than unplugging HDMI and
changing

it to another HDMI device, then plugging the original device back in, to
get the devices to reappear.

I don't know that I can help, see my previous post in this thread.
