Well Qt WebEngine is available for backports:

That is almost the version in Unstable, but that has been uploaded to
backports as well today as 5.15.17+dfsg-3~bpo12+1 and soon should be
available there.

So if you kindly ask for a backport of Falkon it may work. Depending on
whatever other dependencies it has.
