I would lean more towards the moolah concept of chaos. A chaotic,
tightly coupled, poorly written software that is sold to many people
will make more money than a well engineered machine.

But, Debian isn't sold, so, while the chaotic concept makes sense for
Red Hat, it doesn't for Debian.

Or maybe you have evidence of a sellout? Who on the deb tech committee
got paid under the table?
