The release was probably not available when Debian Bookworm was freezed.
Devuan Daedalus is based on Bookworm.

Usually newer packages are available through backports but it seems not for
PHP at the moment. Right now php8.3 is only available in Debian experimental.

You might find other than official sources to install it from.
