In the past, and probably in the future, I used OpenBSD with pf. Here
are some docs I wrote on it:

I'm sure OpenBSD and pf have changed since then, but it still gives you
an idea.
OpenBSD is built from the ground up for security, so it's a great
platform for a firewall.
