Very strict, but not strict enough.
Sometimes third-party packages are designed to install entirely in /usr/local
to avoid conflicts with the distro.
Of course that can be a problem.

But there's no need for the local administrator to use /usr/local for her owm
software. She can use a randomly generated name and put everything there.
So instead of /usr/local, she could use /fuj67 as a place for all truly local software.

Just as easy to set up as one's own /usr/local.
