Given the present situation (lack of time, manpower, etc) I'd say
that the best solution would be one that takes the least amount of
time and effort to set up.

Leveraging whatever Devuan has at hand (as per tito's suggestion),
just like it has been up to now with the use of packages from the
Debian repositories but applied to .service files.

My previous post has my comments on that.

Can it be done?
No experience in that sort of thing but I *think* so.

That said, I don't know exactly *how* it would be done (a set of
scripts, one for the traslation .service -> sysvinit script and
another for a sanity check?) but I am certain that it must be done at
distribution level.

ie: the same way Debian packages are checked/sanitised before they
are released into the Devuan repositories or banned from them.

This is all getting so old ...
Maybe 2024 will bring along some fresh ideas.
