Thanks. I have:

$ cat /sys/class/net/eth0/device/power/wakeup
enabled

But that's a part of the system I am very unfamiliar with. I can set
the contents to "0" but they turn back to "1" upon reboot:

$ cat /sys/class/net/eth0/device/d3cold_allowed
1

Even when set to "0", the interface seems completely off when the system
is shut down.
