You are probably right that it should be <linux/sysctl.h>

Some forensic suggests that libc6-dev used to provide
/usr/include/x86_64-linux-gnu/sys/syscall.h
(eg in chimaera) but is now moved...

and pulling it out from
http://deb.devuan.org/merged/pool/DEBIAN/main/g/glibc/libc6-dev_2.31-13+deb11u7_amd64.deb
shows it has the line:
#warning "The <sys/sysctl.h> header is deprecated and will be removed."

as well as:
#include <linux/sysctl.h>
