I have both of those installed.  I do have /sbib/sysctl on my system,
but /usr/include/x86_64-linux-gnu/sys/sysctl.h does not exist.

I was thinking that I would copy sysctl.h from one of the locations that
it does exist, but I just checked and they both have a length of '0'.
That seems odd.
