Steve,

All I can find is Harbour v3.0.0.

Even when the link says Harbour 3.2dev it actually goes to 3.0.0
(2011-07-17).

Since the problem that I'm having with not finding sysctl seems to be
due to sysctl being removed from linux, a newer version might not
reference it, and so might compile properly.

The Sourceforge link that you gave, earlier, definately has no source
more recent than 3.0.0.
