Don't take this statement as a general rule. For example, mountkernfs does remount
the kernel virtual filesystems when invoked with start|reload arguments; and there
is also a "service networking restart" command that reloads /etc/network/interfaces
for ifupdown. But often, these arguments aren't implemented in the sysvinit scripts.
