Which "installer" are you talking about?

This appears to be either an issue with the particular package. It
does seem odd that the pre-invoke of a package tries to remount /tmp.

You should send submit a bug report, which would be an email to
<submit@???> with the first 2 body lines being:

Package: ca-certificates-java
Version: 20190909+deb11u1
----

Other than that, you fill up the email with useful information, like
that you've posted here.
