Maybe... Default values in the stock kernel of debian are:

CONFIG_MACVTAP=m CONFIG_IPVTAP=m # CONFIG_TUN_VNET_CROSS_LE is not set

It does exist in lower versions. So, you can create it from scratch for
linux-5.4.
