Considering the normal flow fixes (and features) enter the distribution,
be that Devuan or Debian, is via unstable (ceres/sid) and, if no serious
bugs are reported, they automatically enter testing (daedalus/trixie).
As soon as daedalus is release (not too far into the future) Devuan's
testing becomes excalibur.

Fixes may enter stable (chimaera/bookworm or daedalus/bookworm) via a
point release but that is unlikely. An alternative is via backports.

Given that, it might be a better idea to develop against (a frequently
updated) unstable. If that's not feasible, I guess (an occasionally
updated) testing is your next best bet.
