connection manager's resolv.conf can be disabled:

for NetworkManager add

[main]
dns=none

for isc-dhcp and ifupdown add:

cat /etc/dhcp/dhclient-enter-hooks.d/nodnsupdate

#!/bin/sh
make_resolv_conf(){
        :
}
