It may be silly, but have you tried pressing the key combination:
"SHIFT + %" ?
Sometimes I have mistakenly pressed that key combination and it put my
mailbox in read-only mode.
I have Mutt 2.0.5 (2021-01-21) in Devuan Chimaera.
