Yes, it could well be that.

I'm not a specialist in the matter ie: packager/maintainer, not by a
longshot but my take on this matter is basic and attempts to be
commonsensical, if you will:

If the chap who takes care of and maintains the *packages of
packages* (ie: dpkg) since forever is taking a such a firm stance on
this issue, I think that there in an 99% chance that his reservations
have a very, very solid foundation.

That being so, I think that his opinions should therefore be taken
into account far above and over *any* other opinion out there,
commitee or not.

I mean, he is *the* package man, I am absolutely convinced he knows
what he is talking about.

And lets not forget that the dpkg package and everything around it is
what actually keeps Debian alive: a non working dpkg will screw up
everything in the blink of an eye.

That said, this is something that has been going on sice 2012 or so
and it is still far from being solved, very.

Which begs the question:

Is it at all necessary or is it like systemd, another one of LP's
missions to screw up everything Linux that his acolytes insist on
shoving down our throats?

Maybe it is time to revert this /usr merge thing and carry on as we
were before someone had this bright idea than no one seems to want to
put to use.
