Debian removed src:libnih in June[1] so cgmanager's dependencies are no longer
satisfiable.
cgmanager itself is also deprecated[2]
src:cgmanager needs removing from ceres and testing.

Depends: consolekit (>= 0.28)
The numad dependency is causing libvirt FTBFS.
Consolekit will need to be build without cgmanager, if possible, if we want to
continue to offer it.
Podman config override needs cgmanager recommendation removing. Other options
are still viable.
