Hm - - - very interesting.
Tried a couple cycles of update/upgrade - - - nothing happening.
So I tried a long short and did a apt install --reinstall lxqt-panel.
(Followed that with apt-mark auto lxqt-panel to keep things 'toegether'.)
Then and only then did apt pull in all the lxqt* packages - - to where I
now have some almost 30 packages from the 1.1.0-2 or 3 group.
Not everything labeled 16 is gone (there still is the 14 on one!).

Guess that I still don't understand why the packages were being held back.

(Makes me wonder if there are some circular arguments happening
behind the scenes and apt can't break the circles so the packages just
get held back - - - dunno!!!)
