Jessie is "archived" and available at archive.devuan.org, i.e. you
should use:
deb
http://archive.devuan.org/merged jessie main
only that one; there are no jessie-updates or jessie-security.
The subsequent releases are at deb.devuan.org and include *-updates
and *-security. as well as having *-backports and *-proposed-updates
(although mostly empty I think)
