I think this has already been reported in Debian[1]. As kexec-tools is not
forked in Devuan, Debian is the correct place for it to be fixed.

Can you devise a patch for the kexec-tools initscript that fixes the restart
verb?

If so, the best thing would be to add it to the existing Debian bug.
