"Download from this backup server, coz the main Taiwan server is
currently really busy" isn't a use case we had considered. Also we don't
have any useful monitoring of how busy mirrors are. apt-panopticon does
measure speed though, so it could help in making decisions.

Might be best to think about that for a while. We gotta get the basics
working first.

That's the plan, we are still working on the code to do that.
