Exactly. It's a buried shovel.

If a significant number of people demanded open hardware, fsf-certified
hardware would dramatically come down in price as manufacturers jump
through hoops to get that certification. And if the fsf-certified stuff
were more competitive in price, a significant number of people would
demand open hardware.
