Always. Looking from a distro-management perspective, doing that falls
into the broad category of "User circumvents the distro's management
regime", and naturally any result, good or bad, can follow.

But by definition, that is not a distro problem, and there is basically
no way of absolutely preventing a naive admin from shooting at his or
her foot -- at least, not short of providing Tivoised appliances rather
than general-purpose, open source distros for general purpose computing.
