I have been using that
/etc/apt/preference.d/00blocksystemd
file since I moved to Devuan years ago. If I could not install
packages because of they depend on any systemd components, I
usually try to find alternatives as that means those packages are
not for me. If I really really need them, then I usually don't
have any choice than to recompile them without those stupid
dependencies.
