I installed xserver-xorg-legacy then:
chmod +s /usr/lib/xorg/Xorg

You can change /etc/X11/Xwrapper.config file:
allowed_users=console

man Xwrapper.config for info it should fit your needs

You can start X with:
startx
or you custom script
or ax at https://notabug.org/viverna/ax
or xinit with custom command line, for example:
xinit /home/user/.xinitrc -- /etc/X11/xinit/xserverrc :0 vt2 -keeptty

without use any graphical login manager for X11.
