No it's rather because that link is wrong; it should have been:

https://git.devuan.org/devuan/documentation/src/branch/master/maintainers

I.e., you'll need to insert "src/branch/master" for direct access via the
browser, where I assume Mark meant off the "master" branch. Though he possibly
referred to the "wip/new-packaging-guide" branch.

Note that if you clone the project (
https://git.devuan.org/devuan/documentation.git) then the file system point
will be the directory "maintainers" in the project directory (documentation),
and the branch choice is implemented as direct file system manipulation.
