The issue is that you have mx.devuan.org as the reportbug smtphost (the default
setting).

As you might expect, it only accepts mail for bugs.devuan.org. I think you
needed to specify --smtphost=reportbug.debian.org as well, or configure a proper
smtp smarthost.
