I am seeing the same pattern with SMS send and receive. I did the following:
A = Nokia N900 (Maemo Fremantle, daily driver)
B = Droid 4 (Maemo Leste)
1. send sms B -> A (received by A)
2. send sms A -> B (nothing)
3. send sms A -> B (another message, still nothing on the droid 4)
4. send sms B -> A (send another sms, received by A)
And then, just after (4), I got the SMS that were sent in (2) and (3) on
my Droid.
So -- good news is that SMS send and receive seems to work. Bad news is
that there is still some power management or other issue causing ofono
updates to only be sent out upon specific actions (like: send an sms).
Cheers,
Merlijn
