AIUI, "in" means those items that are directly within the directory, while "below" means those items within other directories.
So /usr/local/foo is "in" /usr/local and /usr/local/something/foo is "below" /usr/local. I'm not sure which designation /usr/local/something (being a directory rather than a file) comes under.
