Whose compliance ? (genuine question, what other systems provide their serial# this way ?)

Raspberry Pi has moved on to device tree..
Look under /sys

e.g.

cat /sys/firmware/devicetree/base/model
cat /sys/firmware/devicetree/base/serial-number
cat /sys/devices/system/cpu/cpu0/cpufreq/scaling_cur_freq
