I think this is a problem in devuan's task-xfce-desktop.
We are quite behind debian (buster has 3.53, beowulf has 3.48+devuan1.1) and
devuan's version also has a (now) unhelpful dependency on
libpolkit-backend-consolekit-1-0.
Could you try removing task-xfce-desktop first?
