why do you use mixed ascii/beowulf ?

you could try the below command to see if it works with specified distro..:
# apt install linux-headers-amd64/beowulf
linux-headers-4.19.0-6-amd64/beowulf

if that works, there might be something wrong with old ascii apt
preferences...(?)
