I made a Buster droplet with digitalocean, and then upgraded it to Beowulf, other than the need to download devuan-keyring by hand, it was painless. It has no desktop software, but apache, mariadb, and php-fpm work fine.
The process was:
update the sources.list and point it to devuan beowulf
download and install devuan-keyring
apt-get install sysvinit-core
reboot
apt-get dist-upgrade
apt-get purge systemd
apt-get purge unscd #this might be digitalocean´s choice, but it gives me trouble adding users and groups.
I think I rebooted another time after this, and that was it.
