devuan-baseconf has been fixed so it should no longer mess with the
repos in /etc/apt/sources.list*

debootstrap in unstable no longer depends on devuan-baseconf, and as
soon I've updated debian-installer (currently broken in unstable again
thanks to recent updates in debian) and I can test the mini.iso in
unstable, I'll migrate the new debootstrap to beowulf and we can proceed.

I've completed this task and installs/upgrades to beowulf should no
longer get a broken grub setup.
